The scene takes place in St.-Gudule Cathedral, Brussels, where Alba is being honored for suppressing Protestant heresy. In 1566, Philip II sent the Duke with a large army to re-establish the King's authority in the Netherlands, to root out Protestantism and punish insurrectionists. As the tyrannical governor general (1567-73), he formed the Council of Troubles (nicknamed the Council of Blood), which set aside local laws and condemned some 12,000 rebels to death.
